I have Sp4 installed and I need to go back to SP2. SP4 and
SP3 neither one allow auditing of deletion and creation of
users to be shown in the audit log. If anyone knows how to
go back to a older service pack, not using the sp
uninstall in the control panel.

You'll need to perform an in-place upgrade which knocks you back to SP-0 and
then reinstall all sp's and patches to the level you desire.
