Retrieving the user accounts list in C#

Is there a generic way to get the list of available user accounts ? (generic
meaning, not using the Active Directory)

I want to list out all the users to be able to select an accout to associate
within my own database of user info.

Does anyone know how to do this in a way that works on
Win98/WinME/WinNT/Win2000/WinXP?
