I've found some samples to retrieve the DeviceID using the KernelIoControl
function with IOCTL_HAL_GET_DEVICEID.

Does it work for everything Pocket PC 2002 and later?

Yes all Pocket PCs from 2002 onwards support this method. On Windows Mobile
5.0 there is a new API you can use for uniquely identifying a unit with your
software - GetDeviceUniqueID which returns a hash specific to the
application identifier you specify (and is also support on Smartphone
without requiring a privileged certificate).
