I recently changed from Notes to Outlook for our company
email. I like to reply with the original message in order
to keep the conversation trail while minimizing the
number of emails kept.

In Notes, I was able to reply and all text and
attachments were maintained.

I can not find a setting in Outlook that will allow me to
do this. How can Outlook be configured to include the
original message and attachments?

The only way I have been able to do this is to use
the "Forward" feature. Unfortuantely, you will then need
to address it again, or copy and paste the addresses from
the original email.
