Do as the message says: Contact the [system] administrator. But
if you are the administrator, then what type of security was put
in to block such an action?

Many security applications allow you to lock I.E. so that the settings can
not be changed by any web page you may visit. This is good, as some rogue
web pages will change your security setting to download their crap onto your
computer. It is usually stuff that you really "don't" want to be loaded on
to your computer.

Shut down I.E.

Go to your various anti malware utilities and find which one is doing the
blocking. Some that I can think of off the top of my head are Spybot Search
and Destroy and SpySweeper. There are others. Turn off the protection. Make
the changes you want in I.E.

Make certain you turn the protection back on immediately after making the
changes. If you forget - you may regret your thoughtlessness.
