Restrictions - This Operation Has Been Cancelled....

Brandon D.

I'm on a Windows 2000 workstation, logged in as
Administrator. If I try to open the Internet, run regedit,
access the control panel, etc... I get the error "This
Operation Has Been Cancelled Due To Restrictions In Affect
On This Computer".
Is there any way to reset the restrictions, perhaps in
repair console?
This is just a home workstation, I'm not looking to get
around any security. I cannot even open the internet!

If this computer is in workgroup, please follow the steps bellow:

1. Reboot the computer and press F8 to enter the "Safe Mode with Command
Prompt"
2. Logon the computer as the local administrator
3. Run "Regedit" at the Command Prompt
4. Browse to
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
5. Delete the RestrictRun key or change the value to zero
6. Reboot the computer to normal mode. Run gpedit.msc, change the "Run Only
allowed Windows Applications" to Not Define.

Info for IE
IE not opening could be due to restriction above or to the following:

Cause:
Setting in the spyware removal application Spybot Search & Destroy

Resolution:
1. We opened the Advanced mode of Spybot
2. We clicked on Immunize section
3. We uncheck the following checkboxes:
“Lock IE Control Panel against opening from within IE (current user)."
"Lock start page setting against user changes (current user)."
4. We are now able to open Internet Options in IE and also change the home
page
settings

OR

1. Click Start, click Run and run Regedit
2. Double-click on HKEY_CURRENT_USER to expand, then expand Software, then
Policies, then Microsoft, then Internet Explorer, and finally locate
Restrictions.

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions

Check if the following value exists on the right pane:

NoBrowseOptions

3. If it exists, click on Restrictions. Click on the Registry menu
4. Click Export Registry File
5. Type a file name if the "File name" box. Click Save to save the key.
6. After backing up the registry key, right-click on the NoBrowseOptions
value on the right pane and click Delete.

CONTROL PANEL

[User Configuration\Administrative Templates\Control Panel]

Uncheck the following setting --> Disable Control Panel

I cannot run regedit at all, safe mode or not.
Like I said, I was logged on as administrator when this
happened, so it appears that the settings have been
restricted while in administrative mode.
Any other suggestions?

Sorry, I answered before reading the whole thing.
It worked up to a certain point.
Now the only thing I cannot access is regedit.

Try opening Local Group Policy using gpedit.msc and going to user
configuration/administrative templates/system - prevent access to registry editing
tools. Change that setting to "disabled" and then try again. You might also try
regedt32 to edit the registry. --- Steve
