restrictions on IE

i cant access internet options from the tools button in ie (downloaded sp2
yesterday if that makes any difference) From the desktop shortcut i can. It
says its restricted by the administrator,but there is only 1 user account set
up, which is mine and there are no passwords or logons as its my computer i
my study so how can i fix it?

I have gone to www.dougknox and downloaded the suggested fix, but it does
not seem to fix the problem now when I try to acess Internet options all
that comes up is the content section and no other tabs to access. Can anyone
help

Thank you for your help. I do not have spybot at this time on the computer
and I tried the link below and I get the message that I cannot access my
registry as it has been disabled by the administrator. ANy other suggestions?
 
Can you go to Start...Run, type in "regedit" (no quotes) and have the
registry editor open?
 
no--i get the message that it has been restricted by the administrator.
Thank you for any help you can give me.
