Restrictions in effect on this computer(winXP)

Hi
i had a software working very well in my pc but then
stpped from working, also when i use the command msconfig
it gives me the same message which i get from that
program.
the message was:
this operation has been cancelled due to restrictions in
effect on this computer. please contact your system
administrator.
What i've done is scanned my pc using Norton anti virus
after update the virus defenition and found there is no
infected files in my pc.
also i've used anti-torjan software to scanne it as well
but got the same result.
is there any way to disable these restrictions in my OS?
by the way i login windows under the administrator
account always.

Method 1:

Click start | run | regedit.exe
Goto the following keys, one by one:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explor
er]
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion
\Policies\Explorer]

Locate the key "RestrictRun" and set its value to "0"


Method 2:
Click Start | Run | Gpedit.msc
Goto "User Configuration" > Administrative Templates > System.
In the right pane. double-click "Run only allowed windows applications" and
set it to "Not configured.
Repeat the same for Don't run specified windows applications.

actually i tried that and found there is a key called
disallowed in that area in the reg and had the value "1".
i noticed that all the programs in my pc which got
restricted listed in that key...so i just changed the
value there to "0" then every thing worked fine.
