restriction of non -authenticated users

We need to find a way to restrict users who sign on
locally or on a workgroup from accessing network
resources. We have about 3500 clients in 24 states. Group
policies seem to be the best way, but no clear definition
of how this accomplished can be found. Please keep in mind
we are using 9x machines. in a Dynamic DNS split domain.
Does anyone have any suggestions?

That's pretty much the default -- make sure no resources allow
Everyone (e.g., shares, NTFS etc)

What resources are unauthenticated users able to access?
