Restriction box comes up after going into Internet Exployer

Hello,
When I am in Internet Exployer and click onto tools, then
Internet Options a box comes up with:

RESTRICTIONS
This operator has been cancelled due to restrcitions in
effect on this computer.Please contact your system admin-
istrator....

I generally go into this to delete cookies,history,etc.
but am unable to....Using WindowsXP Home and have tried
System Restore several times with different dates to No
avail...The only added program was a Spyware 6.0 which
when closed possibly caused this problem...

Just did a complete WindowsXP reinstall with Dell and it
took 3 1/2 hours, besides another 3 hours to reinstall
our software, retype in address book and some recalled
"favorites" as some I could not recall or their exact
email address...

Please help!

I am unaware of spyware 6.0 but you might try this, open

spyware 6.0 and go through each tab their might be a
selection to lock out internet options somewhere in the
program (this is to prevent hijacking)
