Restricting who can fax in Outlook 98

I am looking for help in restricting who can send a fax in
Outlook 98 (Internet Only) using Symantec WinFax Pro. I
have not been able to figure out how to only allow faxing
by authorized users. Is this even possible?
 
This hardly ever comes up because WinFax SE worked for so few people that
the question was always how to permit people to fax, not how to prevent it.
The program has no such feature.
