I have added a limited user to my computer and I want to
know if there is a easy way to restrict the rights of
that user even more. For example: I dont want that user
to be able to open the control panel, or be able to
access files in my computer expect for their my documents
folder. I looked in Adminstrative tools in the control
panel [using my normal administrator accoount] and went
into Local Sscurity policy > Local Policy > User Rights
assignment. There you can choose which users can access a
few things like who can change the time, but there
doesn't seem to be a way to really custimize what a user
can and can do. Is there a way to restrict the right of a
user beyond making them a limited user? [ Im just talking
about a local user on the same computer, this is has
nothing to do with a network] Please let me know if
anyone has any ideas of how to do this or if any knows a
good website that shows you this kind of stuff.

When your PC is not on a domain, the group policy editor, where you
could specify in great detail what a "user" can do, doesn't let you
change that much. In XP Home, you are denied access to the group policy
editor, altogether

http://www.dougknox.com has a widget, which lets you get around this.
Be careful, though.

As for the security of your desktop, "my documents" folder, etc., if you
have a password on your user account, then when you go to Document and
Settings, and check the properties of your username folder, you should
find that you have the option to make it "private" -- essentially
cutting off access from other users of the computer.
