Restricting some users from software use on standalone

Running Windows XP Pro on a standalone PC.
Is there a way I can restrict some "limited accout" users
from running specific software programs?

I would like to block some users from using Internet
Explorer.

I'm afraid what you're asking isn't possible with Windows
XP.

Lots of programs needs components of Internet Explorer. To even try to
disable IE will probably break lots of things. Also, it's probably
simply not possible to prevent using IE in Windows.

If you wish to disable access to the Internet, then do that. The
conventional way to do that via rules in Internet proxy servers.

If you wish to disable access to other programs (which aren't so
integrated) you can simply change persmissions. be wary of what you
might be breaking if you disable access to system programs.
