Restricting guest user

I have a computer on the network that I am setting up with a logon for a
guest user. Is there anyway to block internet access to this user without
affecting internet access to the system administrator or any other authorized
user?

A simple way is to log into that machine as the guest user and set a non
existent proxy server in their Internet Options.

Open IE
Tools
Internet Options
Connections
LAN Settings
Proxy server
tick "Use a proxy server for your LAN..."
Address: 127.0.0.1 Port: 80
tick bypass proxy for local address's
