restricting explorer for user account

hello,
i want that my persons who login under user can't do explorer.exe?
i cant find how to fix that.
however, administrator account still must be able to explorer.exe
anyone has experience with this?

well slobodan,
sure i've read your solution there,
but where can i create userinit.exe and yourinit.exe (in TD?)
and where/how to set their permissions?
anyway thanks a lot for you help !
 
I see, well yourinit.exe you can create from some programming language :(

You can set permissions using cacls.exe. Make bat file that will set all
permissions that you need in one call.

I realy don't find how you created "yourinit.exe"..
can you give me some more details please?
do you do it with VB?
and what do you do in that piece of software?
