Restricting Desktop changes

We havea School where they wish to prevent changes to the
desktops. We have used GPEdit to lockout control panel,
prevent changes etc. If the Children use IE they can
still set any picture as the background. How can we turn
this off so that no changes can be made to the desktop
wallpaper?

User Config\Administrative Templates\Desktop\Active Desktop\Disable all item

Removes Active Desktop content and prevents users from adding Active Desktop content. This setting removes all Active Desktop items from the desktop. It also removes the Web tab from Display in Control Panel. As a result, users cannot add Web pages or pictures from the Internet or an intranet to the desktop. Note: This setting does not disable Active Desktop. Users can still use image formats, such as JPEG and GIF, for their desktop wallpaper.
 
Look at user configuration/administrtive templates/contol panel/display -
disable changing wallpaper. You may also look into changing ntfs permissions
to the desktop folder in their user profile under documents and
settings/user name to be only read/list/execute and make sure that the user
is not the owner of that folder in advanced page.ownership otherwise they
will be able to change permissions themselves. -- Steve
