Restricting Access to Applications

Can anyone tell me how to keep programs installed by an administrator from showing up on restricted access accounts in XP?

What do you mean by "showing up"?

If you mean on the Start Menu and Desktop, then move the corresponding
shortcut icons out of the \DOCUMENTS AND SETTINGS\ALL USERS\DESKTOP and/or
START MENU folder and into the \DOCUMENTS AND SETTINGS\xxxx\DESKTOP and
START MENU folder for the users who *should* see it. You might have to make
copies of these shortcuts if you have more than one user who should be able
to see it.

Limited users might still be able to run those programs if they manually
browse through the hard drive and run the executables (for example, the
program itself might be installed into \PROGRAM FILES and they could just go
and find it in there.)
 
Right click the Start button and select Explore All Users. Locate the shortcuts in question and cut and paste them to the profiles you want to have the short cuts.
