restricting access on XP

I want to be able to allow an account on my XP Pro computer to only access
1-2 application programs, not have access to any other files on the system
etc.. I would also like their desktop to be blank except for shortcuts to
the 1-2 applications that I am giving them access to.

Can anyone tell me if this is possible and if so, what is the easiest way to
set something like this up.

You can use Group Policies to implement most of the things you want. Just
make sure that the other account is a Limited account. (Go to Start\Run and
enter "gpedit.msc")
