I am suddenly not allowed to access the *Tools* menu in IE6
I get the message:

RESTRICTIONS
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

How do I remove this obstacle please!

I have recently installed *DirectConnect*, and as part of the the process
*MS.NET Framework*.

This now makes me log on, which I didn't have to do.
(Arrgghhhhh.)
I attempted to remove _this_ restriction by implementing MSKB article 315231
(I had to add both new lines, DefaultPassword and AutoAdminLogon).
I have since removed both lines.

Can I resolve all this by restoring back to before the problem?
Do I need to uninstall any software installed after my chosen restore point,
or will this happen anyway?

Are you in a domain? Are you the administrator? After the
software was installed, do you have to log into the
computer now or just the software?

I just have to click my name to make it continue loading.
Before, it used to load fully from switch on, ready for use.
This is how I'd prefer it.
I am somewhat more concerned about not being able to get into *Tools*
though...
 
What I am thinking is your system has switched log in
modes and your user doesn't have administrative
privilages. Were you the one that built this system up? If
so, you would have given the system and administrative
password. Log in using this user and you will have the
rights to do anything you need. After you do this, check
the user accounts and assign the other user administrative
privilages as well. Should solve your problem.

No.
It's a Dell XPS-T700r (P3, 700)
Amended by a guy I *used* to know.
Memory was increased to 512MB and it has an additional (now main) 60 Gig H/D
It's been running 6 months + with no real problems.
If so, you would have given the system and administrative
password.

It never has had one, as far as I know.

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel". See:
