Restricted Zones

I am trying to download from a site which comes up as a restricted zone (red
circle bottom right corner) and a message comes up saying my settings won't
allow me to download from this site. I have gone into Internet Options -
Security and adjusted the settings to the lowest but it defaults back to the
highest setting. I am trying to download from the RegClean website. Any
ideas. Thanks

Two ideas:

- Don't run a regcleaner utility.

- Open Internet Options, Security tab, click the "Restricted Sites"
button, click the "Sites" button, highlight and remove the entry. There
should be some question in your mind as to how, and why this site was
added to the "Restricted Sites" list: 'Was this added by malware, or by
some helpful utility/company because of the site's reputation?'.
 
[In my opinion, RegClean and all other registry cleaners rightfully
belong in the Restricted Zone, if not the Banned Zone.]

The two most likely explanation are:

1- Your security software is blocking the change.

2- A malware infection is blocking the change.
