Restricted user cannot open jpg files

When a restricted user tries to open a .jpeg file the
error message: "No file format information can be found in
the registry" appears with the second message
following: "Unknown file format". The same user with admin
rights can open the files in MS Photo Editor without any
problems. What rights need to be set to assure the file
association to the restricted user?

Photo Editor is "trying to access registry keys that require permissions that your
account does not have." The workaround is to give "Users" Full Control of this
registry key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Shared Tools
