System: Winxp Pro fully patched, using OneCare as primary security suite, IExplorer 7.0.5730.11 plus Spysweeper, AdAware, and Spybot as periodic cleaning tools and Google popup blocker.
The Restricted Site icon in IExplorer, and thus the ability to modify settings in that zone, has disappeared from Options|Tools|Security. The restricted sites are still in the registry but the icon is gone. The only change that I made before noticing this is to install Windows Desktop Search.
The Restricted Site function was not working --or at least working correctly -- before: I regularly get full page popups from
www.allwindowssoft.com . It is on the restricted list and I run the anti-malware programs above on a regular basis.

Owing to I don't know what, my Restricted Zone icon disappeared from the
selection window in "Internet Options"/"Security" (see a related post at

Running the MS Baseline Security Analyzer presents the following...

I only had 2 "Users" at the time this problem occured...the "Administrator"
account (accessed by Safe Mode) and a "User" account with administrator
privileges. The "Administrator" account Restricted security settings are
normal and accessible.
Uninstalling IE7 does not correct the problem as the Restricted Zone icon
and access to Restricted Zone settings remain unavailable to the "User"
account in IE6 as well.
Creating a 3rd "User" account without "administrator" priveleges provided
normal access to "Restricted" security settings.
Checking the registry while logged into the original "user", I found the
following 2 entries...note the DOS? "ÂÂÂÂÂÂ" characters in the "icon"
values...
