Restricted shell

Is there a shell available, that will only display icons
on a desktop; no Start Menu, no taskbar, no system tray.
I want to have the users log into the domain and then be
given a screen with only icons on it.

Either that or:

I've tried changing the Windows shell using the registry
from explorer.exe to progman.exe. Progman will work
great, if I can remove the "Run" command from the menus
and don't allow them to create new items or new program
groups.
 
Check out the possibilities of (group/local) policies:
run gpedit.msc, it can do all you need...

Another alternative to the group policy that the other person suggested is
to use terminal services to vend a standard desktop to your users. This is
more complicated and requires a pretty good server to handle the load and
special licenses for the software, but it is another approach. We did this
for a cleanroom where the users kept fiddling with settings and installing
programs from home.
