restricted from funning Internet Connection Wizard

I did an update for a customer from Windows 98 SE to Windows 2000
Professional.

When I try to create a dial-up connection it tells me that I am restricted
from running Internet Connection Wizard and to contact my network
administrator.

This is a single user machine and I'm as close to a network administrator as
it is ever going to get and I'm baffled.

I checked and inetwiz.exe is in place in

c:\program files\internet explorer\connection wizard

I even tried to start it there and got the same pop-up box.

Any ideas?

Log on using the Administrator account and password you created during
Windows 2000 Setup and run the User tool in the Control Panel to verify that
the user's account is a member of the Administrators group. If it's not,
make it so.

That was the first thing I tried. I'm thinking that this is some little
piece of junk left over from the figration from Windows98. I've done the W2k
upgrade and then done it again in itself and I'm still not able to run the
Internet Connection wizard.

I can run the wizard to make a dial up connection to a private network but
not a dial up connection to the internet.
