Restrict Users

I have 2 win 2k PC's that are accessible to the public in
reception.

I only want them to be able to run 2 programs (via
shortcuts on the desktop) and not to get into the start
bar.

People keep deleteing the shortcuts and running programs.

These pc's are free for the public to use in a job centre
like environment and even though they are for them they
keep abusing it.

I have the user as a restricted user but they can still
run things.
