Restrict protocols to some computers

I need to restrict HTTP or FTP for a group of computers.
Is it possible to do this in group policy ?
 
You would need something like ISA proxy server to do that or at the firewall by
creating rules to block outbound traffic to those ports based on the ip addresses of
the computers you want to restrict. --- Steve
