Restrict internet access

How do I block ALL access to the internet zone but allow access to the local
intranet zone. I have Windows XP Pro Service pack 2 IE 6. I see there is a
fix for IE ver 5 on Windows NT, will it work for my application? I have an
employee that needs to be on the local intranet but needs to internet
restricted.

Another idea would be to set a non-existent proxy server address via the
connection tab/LAN settings in IE, and check "Bypass proxy server for local
addresses", then lock that user out of changing the connection tab via the
registry:
