Restrict Individual User - Internet Access/Network Connection

1) I have an XP Pro box with me as an administrator and 3 other users. How can I prevent 2 of the other users from gaining access to the Internet

2) On the start menu there is a 'Connect To' submenu. How can I make this disappear on the start menu of these 2 users

3) I was looking around the the Group Policy Editor and saw that I could hide certain Windows Componets, is this the way to go about this? Basically what I want is for these 2 users not to even be able to tell that the Internet is even on the computer. I don't want them to be able to access the Dial Up Networking, view network places, or even see that a modem is installed. I know there has to be a way to do it because I used a system at a university that was setup this way. Using the group policy editor I went under the 'User Configuration' and setup up a few of these limitations, like not showing the "network places" on the start menu, but it applied it to all users on the system included me, the admin. Is there any way to keep these settings from applying to all users? The 2 users who I don't want to have internet/network access are in a group I created called "No Network
