Restrict file copying but allow reading

Can this be done? I thought that the traverse folder/execute files perm
would allow this with the list folders perm disabled, and having a shortcut
to the file, but this didnt work.

I need to be able to place a highly confidential file in a shared network
location for many people to read, but we do not want them to copy it. This
will be a locked down pdf so they wont be able to print, or copy text
either.

I understand that the read permission is basically like giving copy rights.
Im just hoping someone has somehow created a work around.

If I hide the file this would work, but its too easy to show hidden files.
Unfortunately I cant super hide files, and I cant control via group policy
the show hidde files button.

There must be a way to do this? Im willing to hear any suggestions.

Any one? I imagine Im not the only person running into this issue. Is anyone
using some sort of rights management tools? There must be something.

Any suggestions would be greatly appreciated.
