restrict all URL's

I have a kiosk that customers will use to look up a manufacturers web site,
plus some related accessory sites. I want to restrict them to about a 6-10
URL's. Is there a way I can restrict IE from browsing to all sites, except
ones that I specify?

Does this apply to Windows XP too? Would I create the noaccess.rat file in
the system or system32 folder?
 
I did try this, and it does work fine in Windows XP. However, I discovered
another problem. If I add a site to the approved sites list such as
Microsoft.com, and then view that site, IE continually displays a content
advisor message, alerting me that the site uses a different rating system.
Is there a way to shut off or permanently acknowledge those messages?

Yes, that setting is in IE at Tools...Internet Options...Content
tab...Settings...General tab, click the box to check "User can see sites
that have no rating". See points 9 and 10 in that article.
