restoring user files from old hard drive

Yesterday I replaced a failing hard drive in a Windows 2000 machine
with a new one. I installed Win2k SP4 and all the drivers and basic
software the owner
needs.

The system has four users.

How do I move the user accounts and files to the new hard drive?

A straight copy doesn't seem to work (i.e. copy "Documents and
Settings").

Two of the users have Outlook Express files, which I can probably get
them to import, and most other files can probably be coplied manually,
but I really would like for them to get all their files and settings
back just like they had on the old drive.

Any suggestions?
