restoring issues

I can not reset my desk top to the original status. And when going to email
and other sites my back ground is fuzzy. My computer will not do a system
restore to set it back to a past date. I have scaned the computer for any
viruses and it shows there are not any found. So what can I do to restore my
system to a past date to try and fix the problems I am having?
 
There is no system restore in Windows 2000. What happens if you logon as a
new user? (create a new account in 'User and Passwords').
