Using the Recovery Console and choosing repair windows, or the restore
program, does using either of these get rid of all the obsolete shortcuts
and rubbish left over from deleting files etc?

Please can you give me more step by step. Where i get
Recovery console ?
 
Yes and no; mostly no. If system files have been replaced or damaged, this
will restore them and sometimes if you have an recently installed
application, if you use System Restore to take you back to a time prior to
that installation that installation will be removed but success in that
regard can vary based on what was changed by the installation in the first
place.

In other words, neither of these are system cleanup utilities, they are
repair utilities.
