Restore system state to other server

I use veritas as my back up software. as a test i want to be able to restore
the system state from one server to another for permissions, printers etc.
will there be any ramifications if i do this? or does MS have a tool that
will transfer over the permissions and printers to another server?
 
If you're going to do that; make sure the system you are restoring to is not
on the network.
 
what will happen if it is?

If both servers are live and online at the same time, with the same
identity... one or both of them will become confused as to which is actually
the original server. If this is just a practice run of restoring your
system state to a new server, I would do it to one that is not connected to
the network. Then check to see that all objects and settings you expect to
have been restored, are indeed restored.
