points except the last, or none at all!

Yes and no again. You can decrease the number of restore point you have by
allocating less disk space for them.

No. Restore points form a chain, and if you delete something in the
middle of the chain, the chain is broken, and the others won't work.

You can delete all restore points, all but the most recent, or none.
Those are your only choices.

There are three ways to remove restore points.

1. Disable System Restore and all restore points will be deleted.

2. Remove all but the latest restore point using Disk Cleanup.

3. Adjusting disk space usage. Reducing the amount of disk space used to
hold restore points will remove the oldest restore points that will not fit
in the smaller space. There's no way to tell how many will be removed at
each adjustment.
