Restore points disabled by malicious software

I have been trying to apply a system restore but I keep getting the message
'system restore turned off by group policy.... contact your domain
administrator'.

This, I'm sure, has been effected by a malcious file that I mistakenly
executed from a bit torrent download that wasn't what it claimed to be. I
have run various tools to identify and remove the file ........ named
scvhost.exe and this appears to have been successfull but it has disabled my
Windows firewall and also the restore point facility. Please help - I can
find no way to re-enable these functions. Many thanks.

i am having the same problem and i dont know a lot about computers i can not
understand the stuff in the web sites can some one tell me please in simple
engligh how fix this i need my system restore because i dont know a lot about
computers and have to back up often
