Restore menus after using startup options in Access?

I have "turned off" some menus using the startup options and now I don't know
how to get them back since I no longer have a TOOLS menu.

Hold the Shift key down as you click on the file.
 
Affirmative. When you hold down the Shift key while an Access file is opening
you disable any startup form from opening. Unless the file had already been
setup with Shift-disabled property by the owner/administrator you still could
see those regular menus.
