restore in xp

Pre XP Windows had restore points and you could run them from Safe Start.

Does XP differ, and, if so, how?

Which key gets me into Safe Start in XP?

Does that get me to the restore "cab" files?

F8 as soon as the POST ends and just as WinXP begins to load.
Does that get me to the restore "cab" files?

Yes, you can run System Restore from Safe mode.

I believe the only other version of Windows to have a System
Restore function was WinMe. Having never personally seen a computer
with WinMe installed, I cannot judge whether or not WinXP's System
Restore function differs; but I would presume that it's superior,
based on what I do know of the two operating systems.

To enter Safe Mode in WinXP, shut down the PC, power it back up,
and press the <F8> key after the BIOS loads and before the OS starts
to boot. You can use the System Restore function from within Safe
Mode, but WinXP does not use "*.cab" files.

I believe OP might be referring to restoring the registry as in

scanreg /restore after re-booting to DOS mode.

This is not available in WinXP as it was in 98.

Hi Bruce. The Me version of System Restore was very similar in appearance to
the XP version.

Hard to tell, as I can't decipher whether the OP is talking about that or
perhaps WinME's SR feature or something else entirely.

Last known good version, as in W2K?
 
Right.

I leaped from 98SE to XP so don't know what type of "restore" was available on
2000 or ME.

It's now hours later and no response from OP so we may never know.
