Restore function on toolbar

I downloaded the latest update fro IE 6. When I have several applications
open on the toolbar I cannot click on the IE application on my toolbar and
have it restored. I have to minimize all the applications that I have open to
see the IE home page.

What do I change to get allow me to restore the IE page and have it appear
over the other pages that i have open? I do not want to minimize the other
pages so that I can read the IE page.
