Restore from Repair or Reinstall

From a C repair prompt.. is it possible to do a restore back to a point....

OR, is is possible to do a reinstall without loosing all programs and data.

Bert, thank you for your reply.. however when I do this in safe mode.. I get
Windows could not start because the following file is missing or corrupt
\winnt\system32\config\system
Any Ideas?
