Restarts instead of shuts down

Recently, I tried to shut down my computer, and instead
the power seemed to go off then immediately back on, and
the machine restared. When I tried to place it in
Hibernate, as soon as it went into hibernate, it powered
down, then immediately back on, and resumed.

I've seen this before, but have fogotten what the cause
and fix was. Can anyone help?

Could be BIOS power options or a third party application. Does it happen in
safe mode? If not, use msconfig to clean boot the machine and see if you
can find the faulting application:

Thanks for the idea. It does happen in Safe mode. I
tried making some changes to the BIOS in the area of
Power Management, to no avail.

Any other thoughts?
