Restarting Windows without restarting PC

Anyone know how to restart Windows withou restarting
the PC.

In previous Windows versions you could do this by holding
the <Shift> key while you clicked on ReStart.

Is there a similar technique for WinXP?

Press the Windows key (between Ctrl and Alt), then "U", then "R" (I think). I'm not sure about "R" because I am on a network here and there are some additional options. But, after Windows key + U, you will see an option to restart Windows

Thanks but that restarts the whole PC.

I just want to restart Windows without going
back to the BIOS password screen.

back to the BIOS password screen.

The closest thing to a soft restart is log off/log on. This may not always
accomplish what you want but it is sufficient for some actions. You can
also open Task Manager. End process on Explorer and then use Task Manager's
Run menu to restart the shell.

In some of the previous versions of Windows, holding the shift key during a
restart (or start up) bypassed the startup group and I think in the process
it rebuilt the Win95 swapfile as well. However, I don't remember it
performing a true soft restart.
 
That did not work on any modern computer, only old ones.

The last time I remember it being used was Win95. Does that sound right to
you or was it longer ago than that?
 
It works I think on 98 but only on certain hardware. I think ACPI or something like that can't do it. It's been too long.
