Restart wont work

Gentlemen & Ladies, I just reinstalled windows XP home and now, when I want
to shut down using re-start the computer shut down and does not restart.
Could there be a file missing when I re installed XP?

what does it do when you click on resart? Does the screen, and icons flicker, but your desktop remains open?
 
The computer shuts down and screen goes black.
