Restart startup programs

Is there an utility to restart startup programs exactly as they have been
started up? Of course, I could do it directly running again a program, but
many times the installations add specific parameters to a startup program
(for example, the AV programs) and in this case not all the times I'm able
to restart manually the program with the right parameters.

I use a very old startup manager <usually given as Startup
Manager(Stowers)>. It can add, delete, disable,*RUN*, etc. the
programs. RUN is as you requested. I presume some of its more
fashionable rivals can do the same.

If the progam itself is of interest (I still like it), just Google the
next line:
startup stowers
 
Thank you, I downloaded the program, but I've not found the RUN command as
you say (the only "run" I see is referred to the registry location of the
program).

It's the button on the top toolbar just to the right of the Recycle bin
button - looks like a little bit of film with a little red person in it.
