restart problems

I recently have been having trouble with restarting my computer. It shuts
down normally, but when it starts to reload, it stops and all I have left is
a black ccreen to look at and my light for moniter goes to yellow. How can I
fix this problem?

First thing to try is starting up in safe mode. Will it do that?
