Restart Numbering in Styles

I've created some styles in my template. When trying to use the styles,
everything is fine until I get to a certain level, and that style (used for
probably the 3rd time in the document) will not restart the numbering
sequence. What would affect that when setting up the style?

I should also say I'm using Word 2003 and clicking on restart numbering does
not work in this instance.
 
In the Customize Outline Numbered List dialog box, make sure that you set
the appropriate restart option for the level that won't restart. For
example, if level 3 numbering does not restart, make sure that it has been
set to restart after level 2. For more on setting up numbering in Word, see

Okay, I set up the outline as stated on Shauna's site and it work great
except for this problem I have now:

I. Purpose

Body Text

II. Policy

When I finish the body text and click on Heading 1 for Policy, it throws
everything after the body text to the next page.

Also, should I be checking Widows and Orphans for each level?
 
Built-in heading styles Heading 1-4 are formatted as "Keep with next." If
you're using a lot of heading styles in series, then Word will break to a
new page whenever it gets a chance (after a Body Text paragraph, for
example). Or it could be that your Heading 1 is formatted as "Page break
before."
