Restart function hangs computer

If I click restart, or more commonly after installing new software, the
dialog box appears saying "you must restart your computer.....", my pc
closes down and restarts, but then hangs.

The only way round this is to turn the pc off and on again. Then as it
begins to load the last known configuration screen appears. When I select
"last known configuration" the pc boots up fine.

This only happens in the above occasions, so where possible, I will always
shut down the pc rather than letting it automatically restart.

Any ideas of what the problem may be, or indeed if anyone had the same
problem, how did you clear it.

My pc is a home built one and I'm using XP pro.
