Restart failure

I had WindowsXP upgrade installed on Win98se at BestBuy
service center and have been back twice w/ same problem
which is when I select option to restart computer it
hangs and only gets to the message "Windows is shuting
down" and no action occurs afterwaard, I have to push
reset to restart computer? Although, when I select "Turn
computer off" it shutsdown normal> any suggestions to
overcome this problem is appreciated.

Another Question: I run Windows Update and list of
available updates shows a driver update available (ATI
display driver)which by comparison has already been
successfully installed, yet still appears in available
update list?
