Restart.exe Error

I keep getting an error "Unable to launch restart.exe"
After this error I am unable to run any programs and need to reboot.
My PC will be fine for a while the I get the error again and have to reboot
again. I have tried all the virus softwares and ad-aware and they haven't
made any difference. Can anyone advise me on how to fix this problem?
