What exactly do you mean by 'my recovery is fulled up?' This gives the
impression that you have been saving files to your recovery partition rather
than you operating system partition. The only thing that should be on your
recovery partition is the 'recovery' image for your system. You shouldn't
store other files on this partition.
If you have filled up your recovery partition, then re-installing isn't
going to make any difference; your recovery partition will still be full
with the files you have saved on it.
